pico, termcap, tw52

Yes, I have just tried that and finally seen the problem. After looking
into tw2 sources it seems that either TosWin II is broken, or pico uses
some codes in incorrect way. Easiest would be to test pico in Miniwin,
as pico tries to use one of special extensions of Miniwin's tw52 over
standard st52. If anyone can try it, please do that. If the pico bug is
present in Miniwin, too, it's a bug in pico.
A simple workaround is to disable the special extension of tw52:
