FreeMiNT 1.15.0 VIDEL patch

The var was replaced by a compile time switch in the release version of
1.15.0, because it didn't do what it was intended for. With the switch you
change the addresses of the (E)SCC registers. This was implemented because
Harun Scheutzow's extension ST-ESCC uses other adresses for the (E)SCC
registers
