Well, these people apparently use elm or a similar mailer and its 'group reply' function. With this, it directly replies to the mail address found in the 'From:' line, and sends ccs to all mail addresses found in 'To:' and 'Cc:' lines. I don't know about elm, but mutt has a nice feature to prevent this: You can define mailing lists and use the list-reply function for replying in public, which will just put the address of the list into the 'To:' line, without any carbon copies.
