[MiNT] TZ rule answer from RFC

Remember the question about what are the timezones 3-letter codes?
(to document TZINIT) Here's a partial answer from RFC 822:

---------------------------------------------------------------------
RFC 822
Standard for ARPA Internet Text Messages

  zone = "UT" / "GMT" ; Universal Time
                                              ; North American : UT
              /  "EST" / "EDT"                ;  Eastern:  - 5/ - 4
              /  "CST" / "CDT"                ;  Central:  - 6/ - 5
              /  "MST" / "MDT"                ;  Mountain: - 7/ - 6
              /  "PST" / "PDT"                ;  Pacific:  - 8/ - 7
              /  1ALPHA                       ; Military: Z = UT;
---------------------------------------------------------------------

Since ARPA was created by/for the US Army, this means the document
doesn't include the TZR for the rest of the world. If anyonw knows
where to find the names for the other zones, let us know... ;-)
