Euch I though one has to set the proxies in mint.cnf. Anyway that's what I 
do and AFAIK it works. e.g.

setenv http_proxy http://proxy.ping.be:80/
setenv ftp_proxy http://proxy.ping.be:80/
setenv gopher_proxy http://proxy.ping.be:80/

I also set that in Cab too
