Definitely not.

GEMDOS ist just an ABI definition for system calls. They may be implemented
in the kernel, but they need not be - the kernel can also pass them along to
an externally loaded module (eg. for a filesystem), as long as the
application does not notice the difference, the internals are not specified
(fortunately - otherwise, MiNT would not be possible!).
