AFAIK this limit means the size of a single file, not a partition.
And files larger than 2GB are always problematic on the Atari because the API
limits the file size to 4GB and programers often use signed values there so
that file sizes gretaer than 2GB might get interpreted as an error.
But I think 2GB for a single file is not really a limitation on the Atari
