Remember that act_pd is part of the TOS header, so changing this would require faking one and would also mean that TSRs run before MiNT were no longer able to get the current basepage address by reading the address they found when examing the TOS header. Furthermore, act_pd is found at a fixed location for TOS 1.0, as it wasn't part of the TOS header in this version. Faking a TOS header with a different version number wouldn't be a good idea, IMO.
