As a side note, there's a similar CVS-browser implemented in Python.
It's called ViewCVS (search on http://www.freshmeat.net/). It
implements about the same features as the CVSweb done in Perl.
Depending on whether one's Apache has mod-perl or mod-python,
either could be used (or one could use them as CGIs although
this is a 'bit' slower).
GNU Mailman, a mailing list manager at http://www.list.org/,
is also pretty cool (and easy to set up) teamwork utility :-).
(Lots of stuff seems to be done in Python nowadays, besides
cvsview and mailman, linux kernel configuration seems to be
moving to Python too!)
