Since there is no "basic" SpareMiNT distribution to get you
started, you have to look somewhere else for those minimum
packages.

Use something like Marc-Anton Kehr's distribution, then install
the RPM bootstrap archive from SpareMiNT on top of that, making
sure you have correctly initialized the RPM databse and read
everything 10 times, before you start installing RPM's.
