[MiNT] Sparemint Site

Hello guys,

Quick pointer to the fact that you can now create a new account at the
new sparemint site, http;//dev.sparemint.org.  The approval
functionality is meant to keep out bad guys, not you guys on the list.
So when you make a new account generally I'll approve them without a
second thought, then those users will be able to approve new accounts
