The short answer is yes :-).  I think that you would need to:
a) modify TOS to read CDs and recognise bootable CDs
b) write a hard disk & ISO9660 driver that could be distributed on CDs
b) modify the CD writing software to put (b) on a CD when creating it.

A fair bit of work.
