See files sys/mint/kernel.h and sys/buildinfo/cdef.h (generated from cdef.sh) -- it's used for signalization if you are building kernel itself or just using some kernel headers in your user space code. 1 == kernel, 2 == XFS/XDD, 3 == kernel module (xaaes), not defined == user code.
