I had the same problem when switching from 1.15.12 to 1.16
The problem was never found in Mint but I managed to fix it by reducing the
adsl-modem MTU size setting.
There were several long threads on the mintlist about this and the floppy
drive issue.
I found that files of much over 3k would not download.
