Does not exist ;-) I was wrong.

But it could be implemented in the kernel to not terminate any processes during shutdown, as there
have often been reports of a failing shutdown.

Another solution might be to set the app_option KILL_WO_QUESTION for the bad program
and use XaAES to shutdown.
