[MiNT] binutils 2.22 and Ncurses 5.9

Hello.

I have upgraded my cross tools to binutils 2.22.

I reported a minor movem suboptimal behavior before the 2.22 release.

Someone provided a patch which was included in the 2.22 release. Sadly that 
introduced a regression. As a result the official 2.22 release must be 
considered broken for ColdFire.
Fortunately, someone else noticed the problem and provided a fix. I included 
that fix in the new MiNT patch, so those binutils 2.22 for MiNT can be used 
safely :-)

I also upgraded to Ncurses 5.9. No more MiNT patch is required, I suppose we 
should thank Alan for that :-)

I didn't notice any significant change from the previous cross-tools.
