I don't know where the white border comes from, it does not appear in 32bit.
Actually it's not white but grey with 851 which is not available in the gem-palette. So XaAES uses 866 instead, but as the background has 666, it looks like white. The brighter grey border is in the icon itself (see snap from rsm). I don't think it's worth changing this.
