I've had a look at the actual patch. I think it's correct to keep
"1-18-cur" as SYSDIR. When it comes to mint.cnf, it should not be loaded
from the machine subdirectory if it also exists in SYSDIR. This will
keep compatibility with utils that reads/alters mint.cnf and expects it
to be located in SYSDIR.

I see the machine subdirectory as a specialists feature. As long as it's
not mandatory I don't see a problem with it. If you're using it, you'll
know what you're doing.
