One of the first things FireTOS does at startup is to get rid of the BaS and do things by itself, including talking with the PIC.
The same test should be done with plain EmuTOS (dip switch #5 down), which respects the BaS. The result may be different. And IMHO what will not work, because the PIC has no way to get the NVRAM data and backup it in the PIC.
