A click in the work area should definitely unfocus the toolbar. Or
atleast is should be possible to move focus to the work area by
software. Because if the toolbar really is a dialog it will also eat the
cursor/tab/space/undo keys due to keyboard navigation.

Sure it does. The possibility to unfocus the toolbar by mouse needs to be implemented (and maybe vice versa focus the toolbar by keyboard somehow). I guess there is no way for the client to do this itself.
