You are absolutely right.

To clarify. The routine in the 50Hz chain does not AFAIK do any
schedule although it keeps track of time and other housekeeping
stuff like preemption timeout of processes. Only the VBL based
rout can preempt and reschedule a process. 

Hmm I hope I got it right this time..
