Nope. Neither the arrows nor the 8-bit work on localhost either.
I have included the output of stty -a for a localhost login:

----stty_a.mint-ssh----
speed 0 baud; rows 25; columns 80;
intr = ^C; quit = ^\; erase = ^H; kill = ^U; eof = ^D; eol = M-^?; start = ^Q;
stop = ^S; susp = ^Z; dsusp = ^Y; rprnt = ^R; werase = ^W; lnext = ^V;
flush = ^O; min = 1; time = 0;
-parenb -parodd cs8 -hupcl -cstopb cread clocal -crtscts
-ignbrk -brkint ignpar -parmrk -inpck -istrip -inlcr -igncr icrnl ixon -ixoff
-ixany
opost
isig icanon iexten echo echoe echok -echonl -noflsh -tostop -echoctl
----stty_a.mint-ssh----

PS: this is using Juhani's port of SSH 1.2.26, currently.
