System Defaults

Is there an avenue to find and set system defaults on boot up via init,
with AES not installed.

I need to set tty defaults, I think.
When loging in on tty, terminal sends prompt to terminal and accepts
user name as per gettytab terminal protocol, in my case, 8 bit no parity
As soon as login program calls "getpass", tty default is saved and tty
is reset to noecho. After password is verified, terminal is reset to
saved default protocol. Unfortunatly, this appears to be the system
default, not what is specified in the gettytab. Default seems to be
7 bit even parity. At least I think this is what is occuring. I don't
have all the source code for login include files, but enough to get the
general flow.

If this is correct, how do I set system defaults on boot up to correct
this situation.

Right now, I have to reset terminal in csh.cshrc with stty.
This crude, but only method I have at present and garbled motd on ttys
is not performance. makes me look bad.
