Depends how you run pppd ... you have to give speed for pppd somewhere. One
location is .ppprc file in home directory but then you have to copy that file
for every user you have in your multiuser setup (if you have many users and
all can execute pppd).

I´m running pppd from script like

pppd /dev/modem 115200 crtscts connect "chat -v -f /etc/ppp/chatscript"

So, you have inform somewhere to pppd the speed it shoud use; from command
line, /etc/ppp/options file or .ppprc file ...

BTW. You _do_ have hsmodem installed? Can´t remember if you have mentioned
that ...
