Never say never ;-)

Partition magic on a PC is able to convert at least FAT/FAT32/NTFS on the
fly (not sure if the already support ext2), so with FAT and NTFS being as
similar as minix and ext2, I don't see any reasons why it should be
completely impossible (you probably won't be able to recover from a crash
that occurs during the conversion).

Yes, it is a *lot* of work since you probably need to move around a lot of
data blocks (and possibly need enough free space), and I guess you are right
that noone will write such a tool.
