Additionally I don't think F32 has to be vfat although I'd expect most
people to use it that way.

LNX or MIX should be vfat as well.

My next question is, what happens if you set vfat on a ext2 partition ?
What does mint do ? Does it cause any issues because ext2 is always
long filename ?

LNX = ext2
MiNT is happy with this one being vfat.

The only way I can think of auto-setting vfat would be to read 20-30
filenames at random and if any one is NOT 8+3 then it must be a
long filename partition.

In 2015 should mint default to long filename except where a parition
is set to 8+3 in mint.cnf ? A reverse of the current set-up.

For years I set every partition except B: to vfat on my MiNT machines. No troubles so far.
