Of course. In that case shouldn't we think about a general system solution? What about UTF?
Would it be only a VDI problem or does if affect also kernel? Or even user applications?

section and ignore difference of codings?

Don't care about other languages - just enter your stuff as cz:... in the coding you think is correct.
