When XaAES is run from GEM= or INIT=, it must open the physical workstation.
When using GEM=ROM and double-clicking xaloader.prg, the physical workstation is already opened, so it can't be opened a second time.
The whole point is to determine in xaaes.km if the physical workstation needs to be opened or not.
