Yes and no. With S-register (in your modem) settings you can make your modem return
your modem connect speed (from modem to wall) or your terminal speed ( between
modem and your computer) and now you see 38400 witch is your terminal speed.

And this is exatly the best you can get with your modem IIRC your modem type.
