Which in practice means blocking the SMTP service for modem users. It
probably would be possible, if the telecom would be able to provide enough
leased lines with static IP numbers. Which is currently impossible,
because all the infrastructure must be modernized before that. We still
have Pentaconta's and Strowger telecom nodes, they are 30 years old or
more.
Despite that, I am trying to explain you the complete time, that the
method of common responsibility used by ORBS is bad. We can't find out,
who is sending spam? So let's kill everyone.

You think so. A total elimination of X is the best way to achieve Y. Where
and when I already heard such stuff.... :-)
I didn't write that this method is NOT efficient. It is very efficient,
however, there is a big number of innocent victims, exactly like in my
comparison.
