Based on what? If you base this on the NVRAM/TOS language the keyboard
will already be correctly mapped by TOS and there is no need to load a
keyboard table.

And you can't use the existing "lang" setting from XaAES because the
keyboard table is loaded before any kernel modules.

In MiNT, the keyboard table sets the language, not the other way around.
Maybe you can move the "lang"-setting to mint.cnf and load the correct
keyboard table based on that. Rename the keyboard tables to the language
code (E.g. "uk.tbl") and set "lang" accordingly in mint.cnf.
