In MiNT, the keyboard table sets the language, not the other way around.
Which is wrong.
Maybe you can move the "lang"-setting to mint.cnf and load the correct keyboard table based on that. Rename the keyboard tables to the language code (E.g. "uk.tbl") and set "lang" accordingly in mint.cnf.
There's no need for configuration if the NVRAM contains the correct keyboard-language.
